Supreme Court Implements Phase 1 of Neutral Citation System for Judgments
The Supreme Court of India has taken a significant step by formally launching phase one of its neutral citation system. Under this new system, judgments will be assigned a unique identifier known as a neutral citation. The format of the neutral citation consists of the year of the judgment as the first four digits, followed by 'INSC' and the in-seriatim number of the case. This system will be applicable to cases from 2014 onwards.
In April, the Supreme Court released a draft list containing 10,000 judgments rendered between January 1, 2014, and March 31, 2023, with neutral citations. The Chief Justice of India (CJI), DY Chandrachud, had initially announced the implementation of neutral citations in February of this year during a court session.
The implementation of the neutral citation system will occur in three phases, encompassing all judgments delivered by the Supreme Court. To develop and implement a uniform and unique citation system, the Supreme Court had previously formed a three-member panel of High Court judges in November of the previous year.
Several High Courts, including the Delhi, Kerala, Madras, and Bombay High Courts, have already introduced neutral citations for their judgments, further emphasizing the importance of a standardized and efficient citation system.
