The Delhi High Court has taken a major step towards digitization by launching two innovative projects, "Digital Courts for Contested Traffic Challans" and "Bail Orders Sharing Module on e-Prison platform." The virtual launch was attended by Chief Justice of India, Justice DY Chandrachud, who praised the efforts of the High Court and its Information Technology Committee for introducing technology in the functioning of the judiciary.
The IT Committee, chaired by Justice Rajiv Shakdher, is responsible for launching the projects. Other members include Justice Sanjeev Sachdeva, Justice Sanjeev Narula, Justice Talwant Singh, and Justice Purushaindra Kumar Kaurav.
The digital traffic courts will enable the adjudication of contested challans through virtual court proceedings, including the recording of evidence and hearing of arguments. The process will adhere to the eFiling Rules of Delhi High Court, 2021, and Delhi High Court Rules for Video Conferencing for Courts, 2021.
Accused violators can participate in the digital courts through video conferencing, and if convicted, they can pay the fine online via https://pay.ecourts.gov.in. The projects will undoubtedly streamline and simplify the adjudication process while also ensuring that social distancing protocols are maintained during the ongoing pandemic.
The Delhi High Court has set up two digital traffic courts in the East and North-East districts and Karkardooma Courts. Plans are underway to establish one digital traffic court in each District Court in Delhi, indicating a major push towards the digitization of the judicial system.
Another noteworthy initiative is the "bail orders sharing module" on the e-Prison platform. This initiative aims to provide a digital platform for the Delhi High Court and District Courts to share electronically signed bail orders with inmates or undertrials in jails across the country. Additionally, a list of cases where prisoners have not been released despite being granted bail will be generated.
The NIC-ICJS division has collaborated with the Delhi High Court, Delhi State Legal Services Authority, and Delhi Prison to develop this initiative. These projects are expected to simplify and expedite the judicial process while ensuring transparency and efficiency.
