Bombay High Court Enhances Case Information System with Data of 40,500 Institutional Entities Nationwide
The Bombay High Court has taken a significant stride towards expediting legal proceedings by incorporating information of institutional litigants across India into its Case Information System (CIS). This innovation, covered in a circular released on August 19, 2023, enables the automatic generation of alerts to pertinent entities all over the country upon new case filings in Maharashtra.
The efficiency gains of this development are substantial. When a respondent or opposing entity is identified, the nearest court, regardless of its location in India, can be promptly located. Through this digitized approach, notices, warrants, and related filings can be rapidly transmitted in digital format to the court closest to the respondent entity.
Pioneering this initiative, the Bombay High Court has emerged as the first and sole institution to achieve this feat thus far. The comprehensive dataset covers approximately 40,500 diverse entities across the nation, encompassing State and Central Governments, government corporations, public sector banks, insurance companies, educational institutions, law enforcement agencies, and more.
The Bombay High Court has additionally developed proprietary software to facilitate the digitization of case records, further streamlining the legal process. The system comprises several components:
1. **BHC Interact:** A dedicated portal designed for staff, lawyers, and judges, providing convenient access to case files.
2. **BHC Connect:** This component digitally links case records from district and taluka courts to the High Court, promoting seamless information exchange.
3. **BHC Ingestion:** Empowering district and taluka courts to forward digitized records to the High Court upon request, with the retrieved information automatically associating with the corresponding High Court case. This innovation could potentially eliminate the need for redundant replication of district or taluka court records.
Furthermore, the High Court has introduced noteworthy advancements in its neutral citation project, which was initiated in March 2023. Apart from incorporating the citation itself, judgments and orders now incorporate QR codes and digital signatures. This amalgamation of features enables any user to directly access authenticated judgments or orders via QR code scanning on electronic devices.
Remarkably, this trifecta of capabilities—Neutral citation, QR code integration, and digital signatures—remains exclusive to judgments and orders originating from the Bombay High Court.
In an additional circular issued on August 19, the Bombay High Court revealed its successful utilization of Artificial Intelligence-Assisted Translation Facility to translate 114 judgments from English to Marathi, underscoring its commitment to embracing innovative solutions to enhance legal accessibility and understanding.
