Supreme Court Unveils Draft Neutral Citations for 10,000 Judgments from 2014-2023

The Supreme Court of India has released a draft list of 10,000 judgments with neutral citations for the period from January 2014 to March 2023. The Court has invited legal professionals and publishers to review the list and provide feedback on any missing or incorrect information. The aim is to ensure accuracy and completeness of the citations. The neutral citation system will be unique to each decision and independent of Law Reports or other publications. The Court has requested that any feedback on the proposed list of cases and neutral citations be submitted within 15 days to the Registrar of the top court's Library and Editorial Section. The final list of judgments with neutral citation will be published after consideration of the suggestions received. The citations consist of 12 characters, such as 2014:INSC:176.

In February this year, Chief Justice of India (CJI) DY Chandrachud announced in open court the implementation of a neutral citation system for all judgments delivered by the Supreme Court. The system will be introduced in three phases, with the first phase covering judgments delivered between 2014 and the present. The second and third phases will cover judgments delivered between 1995 and 2013, and 1950 and 1994, respectively. The Court will employ machine learning tools to translate its judgments from English to vernacular languages. The neutral citation system is designed to be the Supreme Court's approved citation system, independent of Law Reports or other publications, and unique to each decision. The system will facilitate easy identification, referencing, and retrieval of cases, with every order and judgment, reportable or non-reportable, having a citation of its own. Access to the citations will be free to all. The Supreme Court constituted a three-member panel of High Court judges in November last year to develop and implement a uniform and unique citation system for judgments. The Delhi, Kerala, and Madras High Courts have already introduced neutral citations for their judgments.
