"Supreme Court Collegium Recommends Three Additional Judges of Andhra Pradesh High Court as Permanent Judges"

The Supreme Court Collegium on Tuesday recommended the appointment of three additional judges of Andhra Pradesh High Court as permanent judges.

The three judges are-

Justice Boppana Varaha Lakshmi Narasimha Chakravarthi;

Justice Tallapragada Mallikarjuna Rao;

Justice Duppala Venkata Ramana;

On February 24, 2023, the Andhra Pradesh High Court Collegium had unanimously recommended the appointments. This recommendation received the concurrence of both the Chief Minister and the Governor of the State.

In terms of the Memorandum of Procedure, Supreme Court judges conversant with the functioning of the High Court of Andhra Pradesh were consulted with a view to ascertain the suitability of the judges for being appointed as permanent Judges

On August 17, 2023, taking into consideration the views of these judges, and the fact that the proposed appointees had served only for about a year, the Collegium deferred consideration of the proposal.

Meanwhile, Justice Duppala Venkata Ramana was transferred from Andhra Pradesh High Court to Madhya Pradesh High Court in October 2023.

As per the resolution issued by the Collegium today, two senior-most judges of the Supreme Court outside the Collegium at the relevant time, held a personal interaction with Justice Ramana on January 29 this year.

They examined the statements of judicial disposal and the judgments authored by Justice Ramana during his tenure of about one and a half year as an additional judge in two High Courts before recommending his confirmation as a permanent judge.

Similar conclusion was arrived at with regard to the other two judges as well.

Accordingly, Justices BVLN Chakravarthi and T Mallikarjuna Rao were recommended to be permanent judges of Andhra Pradesh High Court.

Justice DV Ramana was recommended to be a permanent judge of Madhya Pradesh High Court against one of the existing vacancies in the Andhra Pradesh High Court.

As on February 2, the Andhra Pradesh High Court is functioning with 30 judges against a sanctioned strength of 37 judges. Of the 30, 22 are permanent while 8 are additional.
